RF: Move modules into subpackages #104

Lots of re-organising.

Create nn subpackage for unet, wrapper and nn.modules.
Create optim subpackage for criterions, meters, schedulers
Create win subpackage for ev, win modules; rename win module to win.manager
Move shardloader into raw subpackage.
Move some utils functions around.

using __all__ and import *. This means the functions in win.ev are available directly from importing the win subpackage.

So raw.manipulate is agnostic about the exact location, it just needs raw.utils to provide it.
