create requirements_hmc.txt and update pytest-hmcenv action
create requirements_dev.txt will be used by mkdocs action
remove environment.yml files
setup.py/setup.cfg: align with dfm_tools
remove manifest.in (but test whether data is included in package and otherwise fix in setup.cfg)
