CORS Whitelist
Added ability to whitelist domains so they can consume DemocracyLab api's without being blocked by CORS.

Qiqochat
Impersonation
To track down some issues with the integration between DemocracyLab and Qiqochat, we now enable admins to view the Live Event page while signed in to Qiqochat as another user.
Bug Fixes
Ensure that we don't create accounts in Qiqochat until an OAuth user with no name attached to their account enters their name on DemocracyLab.
