Housekeeping tasks

Create a method for adding and scheduling "housekeeping" tasks. Examples include computing md5 or sha512 checksums, extracting metadata, checking import directories for changed files, normalizing images, and performing image comparisons.

These tasks could have a max run time, a scheduled time window, and required order dependencies.
