Resume window position/size, watch cargo/dioxus tomls, fix css reverting during hotreloading, allow menubar events to be captured from within dioxus

• Fix: CSS hotreloading gets reset when templates come back after changes #2114 css hotreloading being invalidated,
• Fix: watcher isn't watching Cargo.toml or Dioxus.toml #2115 watcher not watching cargo/dioxus tomls,
• add feature to restore window state between reloads on desktop
• expose menubar events as an event the wry hook can read into
