Spanish Latin America should fall back to Spanish and not English #751

The user has their language set to Spanish Latin America but the app doesn't recognise it so the language choice in the dropdown on the My User screen is empty, and the app runs in English.

The app should fall back to use Spanish before it uses English if the user has choosen Spanish Latin America as their preference in the settings on the web version of DT.

(There probably just needs to have added to the language list in the app to include all the languages that DT is translated into.)
