Disable all email features (testing/demonstration) does not work

Bug

I checked Home > Settings > E-Mail > Disable all email features (for testing or demonstration purposes) and inserted my E-Mail Address into the field below ("Send all emails to the following instead of the actual recipients (for testing purposes)". But the system still sends E-Mails like in live mode. --> This is also an security issue, bacause of data disclousure.

Environment

• Version: 10.0.6
• OS: Linux
• Web server: Apache
• PHP: 7.3
• Database: mysql 5.7.18

Expected and actual behavior

Send all emails to the inserted E-Mail instead of the actual recipients (for testing purposes)

@eldy : fix #12932 works not correctly.
If "Disable all email features (for testing or demonstration purposes)" is beeing set, no mail is now beeing sent. ok so far.

If "Disable all email features (for testing or demonstration purposes)" AND "Send all emails to the following instead of the actual recipients (for testing purposes)" is is being set, now mail is now beeing sent as well. --> should now sent e-mail to my e-mail address for test purposes.

If ONLY "Send all emails to the following instead of the actual recipients (for testing purposes)" is beeing set, emails are sent as normal to the actual recipient but not to the test address. --> should sent e-mail to test address but not to actual recipient.
