Period Rollover Fix

• Fix for period rollover that caused notifications to cease functioning and price data to be overwritten for all periods with the current periods price #1
• debug mode can be enabled by creating a blank file in the modSettings folder named "priceWatcherDebugEnable". This will add additional entries to the log. Some existing entries have been changed to debug entries to reduce normal log clutter.
