Udev Rules now do not filter by group and have HID support
version number is now 1.3.6 with release candidate 1 flag

Upper casing was used in the hexadecimal representation of the Vendor ID code for the udev rules, which created an issue with the recognition of the rules in ubuntu related distributions.
