As only being worked on in 2019, bb97 was the website of a person called Evergreen (evergreen#8105 on Discord). The website itself is rather small, being made up of only five web pages (one of them being a 404 page).
In regards to the website itself, I doubt it will ever be updated, as Evergreen has stopped being active online and as far as I am aware, was only a sockpuppet account as a way to gain trust with other people on Neocities.
Regardless, that is only my opinion about why I believed it was made. Hope you enjoy this dump of a now-inactive website.
