The JRA v1.5 runoff files have negative values for liquid runoff rofl around Greenland and Antarctica. It seems that in post-processing for v1.5, the friver quantity had the solid ice runoff, lcalvf, subtracted twice, resulting in some negative values around Greenland and Antarctica where lcalvf is present.

Change datestamp on JRA v1.5 runoff files to corrected versions

This changes the datestamp on the JRA v1.5 runoff files to corrected
versions that have fixed negative liquid runoff values around Greenland
and Antarctica. These files have been staged in the public inputdata
directory as world readable.

Fixes #6378
