Frame delay has been implemented, so that the inputs decided on are not executed until a number of frames afterwards. This is more in-line with how a human plays than inputting commands immediately as they are needed with absolute information.
However, this delay makes more sense if the AI is aware of it, and thus needs to predict what the state of the game will be in time for their inputs to be executed.
