Support --genesis-json argument with --snapshot argument #6819

Change Description

The --genesis-json argument can now be used in concert with the --snapshot argument. The specified genesis data must match the data contained in the snapshot. Specifying --genesis-timestamp together with --snapshot is still an error.

Any documentation that describes the snapshot feature should be updated to indicate that usage of the genesis-json argument is now compatible with it under the circumstances above.
