[2.0.x] Travis updates.

Change Description

• Apply fix for openssl brew package to Travis builds.
  • The Travis build environment already has openssl installed, but does not update when listed in .travis.yml. The .cicd/build.sh script now forces a reinstall to ensure it is up-to-date.
• Removed WASM spec tests from Travis.
  • Branches based off release/2.0.x would frequently timeout in Travis. The WASM spec tests will be disabled for now to ensure builds pass reliably.
