Remove 4% inflation to eosio.saving

Change Description

This PR does the following

1. Change continuous_rate to 0.00995.
2. Reduce 5% inflation to 1%.
3. Stop transfer tokens to account eosio.saving.

This PR is based on branch eosio.contracts-1.6.0

As this repository contains reference contracts for all EOSIO-based communities, we feel it would be inappropriate to accept a PR that makes changes that address community-specific needs.

However, we do realize by having these hard-coded values we have made it difficult for integrators to adopt new features we add to these reference contracts while maintaining the expectations of their individual communities. To that end I have added #246 to our backlog in an effort to find a middle ground where these reference contracts can better benefit the entire EOSIO-based ecosystem.

We would happily take a community submission that implements this feature in a community-agnostic manner.
