ESAPI/esapi-java-legacy GitHub Issues now using templates

If / when you create a new GitHub Issue for ESAPI, you will see something like this:

Generally, we would like if you use one of those choices as they will set some labels for us and ask you to provide relevant information, which we hope will cut down on lengthy back and forth discussions between the issue reporter and the ESAPI team.

Also in the first 2 templates are gentle reminders to 1) use Discussions Q&A if you are just asking a question and to delete the irrelevant portions of the template before submitting your issue.

Lastly, if you must, there is still a way to create an issue without a template by clicking on the "Open a blank issue" link (not shown in the screen shot).
