Update all surface datasets to the new mksurfdata_esmf version.
This also brings in new interpolated Initial Condition datasets
to go with the new surface datasets.

This was a multi-year effort of many people. This also means
that the CESM3_dev branch can be deprecated.

This also brings in the new mksurfdata_esmf tool developed
by Mariana Vertenstein which uses the CESM build system
(from Jim Edwards) to make a distributed parallel MPI tool
using ESMF that can be used to create surface datasets
for very high resolutions.
