OK, the logic for supporting both formats is very confusing and makes it difficult to work with the code. There's also a need for changes that I have with the Delft project for working with this part of the code. The easiest way to do it is to refactor this part of the code to remove the complexity. Also I'm going to extend the meaning of this to include the support for "oldformat" and "newformat" files. We are only using one format of PFT files now, and they are all in place. So the oldformat support should be removed. |

There's some logic in mksurfdat.F90 and mkpftMod.F90 for mksurfdata_map that allows PFT raw datasets without all of the prognostic crop CFT's to be used. For a transient case the first year has to have crop, and then it uses that as a constant for future years.
Since, we are moving to raw datasets that always contain prognostic crop, we can remove this logic as a simplification. We'll leave it in place, until all the raw datasets are in place and available and we can use crop datasets for non-crop simulations (with create_croplandunit=.true.).
