VRMtools_MCT_v1.0

This tag contains the stable programs and scripts that work for
the 2.2 Release of CESM based on MCT. The code and documentation
is valid for subsequent CESM tags up until the transition from MCT to
NUOPC. CESM tags from cesm2_3_alpha08a and later should use a
newer version.
