Rehabilitate the NOsh code

Per discussion with @intendo consider replacing NOsh with a formal workflow management system (e.g., https://www.commonwl.org/) or at least a modern input syntax that can be easily parsed in Python.

Ideally, the input syntax could be validated (and documented) with a schema. JSON makes this straightforward but YAML also offers similar functionality in a roundabout way. This deserves additional investigation.
