web ui: rename folders #2886

Similar to #2885 we should rename the webui to be more consistent to other tools. I propose that the webui lives in 3 folders:

  • elektrad (rewrite in Go)
  • webd (former web/webd)
  • webui (former web/client)

Each of them can be added or removed via the CMake variable TOOLS.

The scripts should be moved to scripts and the main readme (src/tools/web/README.md) moved to installation guide tutorial.

src/tools/README.md is not updated, otherwise this seems to be fixed.
