Add LIGHTNINGD_NETWORK env variable to Dockerfile for ARM #4896

As the LIGHTNINGD_NETWORK env variable was added to the Dockerfile in #3813, I added it to the Dockerfile for ARM.

Changelog-Added: Docker build for ARM defaults to `bitcoin`, but can be overridden with the `LIGHTNINGD_NETWORK` envvar.
