There was already another ticket from another user for this issue
http://trac.elgg.org/elgg/ticket/844 (supposed to be fixed)

I'm having the same problem with a fresh install of 1.6.1. The theme does only take effect when simple cache is enabled. When simple cache is disabled I only see the blank data, no styles.
