Elgg version: 1.7

So, suppose I want the absolute timestamp by default, but the relative ("x minutes ago") timestamp to appear on hover (in the title attribute).

We ran into this issue where our users didn't like the relative timestamp -- it got too confusing for them -- but we'd still like to have consistency across the site.
