[Feature] EE - Config files for each System
Adds the ability to save configuration files for each system. In each roms/[platform] directory a system.cfg file will get created to save configuration options that are specific to that system.
Then we will just need a script function in EmuELEC for example get_ee_systemsetting that will be able to retrieve the values.
