Some cleanup and rearrangement

• removes tota11y dev tool (we haven't used it in a long time)
• moves Google Analytics script from index.html to a Javascript file, so we can deny unsafe-inline code and improve our security posture a little bit further
• closes [Tech debt] Remove tota11y #1990
• closes Move Google analytics script into app script #1991
