Workflows: Building a new Okta backed environment

This Workflow details the end to end procedure for building a new environment backed by Okta. This is commonly done for higher environments (master, val, prod, etc.) for CMS projects that fork this repository.
The underlying How-to guides have prerequisites, but they will not be reiterated here
- Create any/all SSM parameters needed or desired for the val environment. A list of expected SSM parameters for each service can be found in the respective service's README.md file.
