Remove Julia from main Enzyme repo

@oxinabox And yes I just added you (we're right now trying to finish tidying everything up to open source everything at the LLVM Dev Meeting in ~2 weeks). Relatedly, if you want to give our in progress installation instructions / etc a try, that would be much appreciated!
