  1. Add checkpoints, ability to skip PoW check in range 

    - Adds checkpoints every 200k blocks + one at height 2,050,000
- These blocks are checked explicitly for hash integrity
- Once the final checkpoint is reached, remainder of blocks are fully validated for work proof
- Adds 'skip_pow_validation' setting to config, defaults to false
