Describe the bug
When deployed to ROOT the STAC API includes relative paths. When deployed to a context with a name, the STAC API includes absolute paths.

Expected behavior
STAC API includes absolute paths regardless of where geoportal is deployed.

updated logic to insert absolute links in STAC API responses
