iOS/ Android - Notification is not received if the app is backgrounded

Issue was found when executing #7633

Action Performed:

1. Sign into the Android app with account A
2. Sign in on web with account B
3. Put the app in the background by going to the home screen, then locking your phone
4. Send a message from account B to account A on web
5. Tap the notification that should show up on you phone

Expected Result:

The notification that should show up on you phone

Actual Result:

The notification doesn't show up on phone.
