iOS/mWeb - Chat - Message compose box can be moved #9014

Action Performed:

  1. Go to https://staging.new.expensify.com/
  2. Log in with any account
  3. Open any chat
  4. Try to write a message and use fingers to move the compose box

Expected Result:

Compose box should be static and should not be able to move

Actual Result:

The compose box can be moved independently.

This is a duplicate of #5894 – the attempted solution iosSafariAutoScrollback never really worked and created other issues, so was reverted here.
