Update bundled Python for Windows to 3.10.8 #432

Updated the embedded python version to 3.10.8

Steps used to test.

Windows 10

Cleared Platform IO dependencies so that the new python version will be used to install platform IO.
Initiated a build of the EP1 firmware, which successfully installed platform IO and compiled the firmware.
Used Build And Flash to flash the RX (EP1) via Betaflight passthrough.
Used Build and Flash to flash the TX (TX12) via EdgeTX Passthrough.

Windows 11

Cleared Platform IO dependencies so that the new python version will be used to install platform IO.
Initiated a build of the EP1 firmware, which successfully installed platform IO and compiled the firmware.

No flashing was done from Windows 11 because I cannot expose a generic USB device to the Windows 11 VM using Hyper-V


          Update windows bundled python to 3.10.8

Will merge this once I create python 3.10.8 PR for mac env.
