If you go to Pending Activation and select a member and then "Resend Activation Email", the next page loads whether or not the SMTP process threw an error, so if it fails, it fails invisibly — in fact the UI will give you the green confirmation message that the messages were sent.
However, if you use the Communicate form to send a message to someone directly, you will get a verbose error explaining what went wrong.
