EE v6.4.2 Control Panel Ordering of Categories Inconsistant

Category display order within the publish page Categories Tab at: /cp/publish/edit/entry/## is displaying selected categories first, which makes them out of order with the categories' actual default output order as shown correctly in the Categories Manager here: /cp/categories/group/##

Our clients use the "Manage Categories" toggle within the Publish page to control the order of categories in their website navigation menus. Many of our publishers are limited to a specific channel, so they do not have direct access (nor do we want them to) to the Category Manager area.

As it is, clients can no longer see the correct default order to make changes to it.

This is related to this recent change: #653

Recommendation, if the point of showing selected categories first was to help those with really long cat lists/groups (I can imagine why some would want this), then EE needs to change things back to default order when the Manage Categories feature is toggled on.

Optionally, there could be a toggle to "show selected categories" that re-sorts the order as it is now, for those huge category groups.
