Time display

There are places where the date & time is displayed. I believe it is in UTC, but it never says it. It would be helpful to
(a) Allow the user to store a preferred time zone in their profile and display all times in that time zone
(b) Print out what time zone a timestamp is being displayed in

Thank you again for your contribution. I was wondering, what are the locations where the time is displayed, that you referred to? Is one of them when you are creating an exam instance (see below)? Thank you for helping me understand.

The instance I recall is where a student sees the list of exercise runs with a timestamp on each of them.
