Added points defined in https://doi.org/10.1137/20M1321802.

Below order ~20, these give a lower Lesbesgue constant on a triangle than warped GLL points:
tri-isaac

On a tetrahedron, they also give a lower Lebesgue constant:
Figure_2

Closes #251.
