2020 LA Regional Code

This is the final outcome of the code for the LA regional
Issues:
- Magazine may jam. Method for preventing this in the work
- Hood adjustment code is not finished
- PID Loop for turret aiming could be further tuned to decrease the required tolerenace
- The method for getting the shooter to target RPM could use a PID loop in StartShooter, but has been found to work amazingly as is.
- The color sensor code was not tested, it may not work. Not robust for when robot is hit off the color wheel
