Explain what users should look out for when adding their own mods. Note what breaks performance, what causes bugs, what is simply known not to work very well (e.g. ENBs), and so on.

This one goes together well with #5 and #6.

Adds an INI fix for the console display (fixes #18), adds more tips for troubleshooting issues with launching the game (as I suggested in #19), clarifies that non-VR FO4 DLC `.esm` must be enabled manually (related to #19), adds a small section with tips on adding your own mods (fixes #11), warns users about mods with bad formIDs (fixes #6), and bumps a few mod versions.
