Partial update for A11.

• Minimum changes needed to compile and load the mod in an otherwise unmodded RimWorld A11.
• Temporarily removed the flare gun support; I expect most third-party mod dynamic compatibility is broken now, so I just yanked this since it wouldn't compile.

• Miscellaneous code changes required by Alpha 10c, without any functional impact.
• Fixed #46 by changing text from "treat" to "emergency treatment for"
• Changed all wearables to use new apparel layer "Accessory" provided by Alpha 10.
