all selected addresses have no funds. it's correct?

why not? ICO will be later, besides it is not clear what will be the restriction on investments

Your comments are very strange. Perhaps you need a little more understanding of the procedures for the passage this ICO. Apparently, your negative is related only to the fact that you did not qualify for the second round.
