Bundle OpenSSL dlls with the windows application installer #262

With these bundled OpenSSL DLLs check for updates should work for all Windows users.

The GitHub Windows runner has OpenSSL already installed in the environment (https://github.com/actions/virtual-environments/blob/main/images/win/Windows2019-Readme.md), we just copy the minimum numbers of DLLs in the windows-build directory (contents of which is automatically packaged by the installer).
