• allows plugins to define Lifecycle events, and where they're expected to be run by other tooling. for example, allows a circleci plugin to define a build:ci lifecycle, and check that it's being run in the build job in .circleci/config.yml
• adds or updates plugins to add lifecycle definitions:
  • npm
  • circleci
  • heroku
  • circleci-heroku
• adds conflict resolution for lifecycle definitions, and extends validation to check that any assigned lifecycles are defined
