Two very similar competencies in S1->S2:

Takes a stakeholder problem, investigates to understand it and proposes a solution

Translates difficult business requirements into technical designs with stakeholders

Let's delete one of these

@mark-barnes suggestion: this could also be solved by removing "with stakeholders" from the second competency, because then they're more different. So we'd then have:

delivery - Takes a stakeholder problem, investigates to understand it and proposes a solution
technical - Translates difficult business requirements into technical designs

I think I agree with this, and we could further differentiate with some examples.
