test: decrease sim test time

Description

• I made PR action executing short version of test-sim-nondeterminism, test-sim-import-export and test-sim-after-import for faster development. PRs use this short version.
• Short version of all sim tests takes 25 minutes to execute.
• move original version of them to a weekly cron job(sims_normal.yml).
• update changelog for PR fix: introduce VoterSetCounter #347, chore: increase default valid_sig_block_period #348, test: decrease sim test time #350
