Motivation for changes:

Detailed changes:

Added optional skip_check flag to skip hash checking.
Defaults to false per qBT API

Addressed issues:

Fixes [BUG] Flexget add to qbittorrent plugin will force recheck even if file is available #2764 .

Config usage if relevant (new plugin or updated schema):

  add_paused: yes
+ skip_check: yes
