Description
This backports #2488 and #2507 to the maintenance branch.
These PRs are both related to the device agent tunnel stability. They were not flagged for backport originally, but we want to do a maintenance release with them it - hence this manual backport.
All of the commits from those PRs have been cherry-picked into this one.
