Encode (URL quote) topic strings when used in ConfigUI Lists to prevent errors from commas and semi-colons.

This release changes the way subscribed topic strings are stored in the Indigo device, and is not backward compatible. The plugin converts the strings to the new format on first load of the device, but it's recommended to make note of your existing subscriptions before updating, to ensure that the conversion works properly.
