version change to 253.03 (WIP version)

- update all retroscraper python module dependencies to the latest versions
- tested the scraping and all seems to be fine using my standard retroscraper-remote commandline
  ( unused extra options that aren't in the retroscraper-remote commandline are not tested ! )
