February 29th Last Year Almanac Values

Since it's the first February 29th for the simulator, we get to see any leap day bugs it may hold.
The only one I can discern is that the Last Year high and low temperatures in the almanac are displaying the values from February 28, 2023 versus what would usually be seen -- the high and low from the last leap day. In this case, we should be seeing the temps from February 29, 2020 -- which are 0.1 and -7.5.
